Joint Senior Management Team


I was appointed as the Chief Officer across the five CCGs in Norfolk and Waveney on the 29th April 2019, prior to this I was Chief Officer of NHS Great Yarmouth and Waveney CCG since February 2017 and am also the Executive Lead of the local partnership of health and care organisations called the Norfolk and Waveney Sustainability and Transformation Partnership (STP).

Norfolk & Waveney is developing more integrated and sustainable ways of working. We want this for patient-facing services and we want this within organisations. This will help us to make the best use of our resources when demand and work pressures are increasing.

We shall continue to retain our local focus; our CCGs remain as separate entities however one staff team serving all five CCGs will provide greater coherence, consistency and efficiency whilst continuing to focus on important local priorities.

Previously I was Chief Finance Officer at NHS Norwich CCG and before that at NHS West Norfolk CCG.

My role as Chief Officer for NHS North Norfolk CCG includes strategic planning and co-ordinating urgent and emergency care resource across Central Norfolk, bringing together partners to provide the best possible care for our patients of Norfolk.
My previous experience includes Operation Management and project and programme management in both the private and public sector.

Mark Burgis Chief Operating Officer (North)Mark Burgis

I am the Chief Corporate Affairs Officer. My team ensures that the CCG complies with its statutory duties in its commissioning work. This includes ensuring the governing body runs effectively and that the CCG has the right policies in place for its work and staff. The team also covers information governance to make sure processes are in place to safeguard the information the CCG holds. Another function of the team is to co-ordinate all communications with the public, service users and stakeholders. This can be via its FOI, complaints, engagement and media and communications teams all of whom sit within corporate affairs.
I graduated with a law degree from Essex University in 2002 and subsequently qualified as a solicitor. I worked with a leading regional law firm before moving over to the NHS in 2010. I worked in commissioning before becoming part of the team to set up NHS South Norfolk CCG. When NHS North Norfolk and NHS South Norfolk CCG teams aligned in 2017, I became the Head of Corporate Affairs and planning across both CCGs.

I am Chief Operating Officer for NHS South Norfolk Clinical Commissioning Group heading up the primary care and mental health directorates.
I originally joined the NHS 15 years ago as a dual diagnosis worker for Norwich Primary Care Trust (PCT) before moving on to commission drug and alcohol services across health and also social care.
Following the amalgamation of the PCTs, I moved across to commissioning mainstream mental health provision and sexual health services. In the latter stages of the PCT I commissioned planned care, and then general acute provision covering elective and non-elective services.

I am the Chief Quality Officer for NHS North Norfolk CCG and NHS South Norfolk CCG
Previously, I have worked in the NHS for more than 20 years in a variety of roles, both acute and mental health hospital settings. I began my career as a registered nurse in Peterborough and went on to specialise in Intensive Care and Cardiothoracic nursing at Kings College Hospital London. After a career break from the NHS I returned to General Surgical Nursing in 1997 and subsequently onto a specialist nurse role in Discharge Planning and operational management in acute hospitals at Addenbrookes in Cambridge and Hinchingbrooke.
I moved to Norfolk in 2003 to lead service transformation of older people’s mental health services across Norfolk and Waveney and then went on to manage Child and Adolescent Mental Health Services (CAMHS). I then took an opportunity to work as Performance Manager at the Strategic Health Authority following which I returned to Norfolk and Suffolk Foundation Trust as Locality Manager in North and South Norfolk. Since then I have worked across a number of CCG’s including North East Essex and Suffolk as Associate Director of Commissioning. My portfolio included mental health, learning disabilities, community services, cancer, end of life and children and maternity commissioning.
In November 2016, I was appointed as Director of Quality and Assurance for NHS South Norfolk CCG before my recent appointment across both CCGs. I am also the STP Lead for Transforming Care.

I am the Head of Primary Care for NHS North Norfolk and NHS South Norfolk CCGs. My role is to lead on the provision and development of primary care services.
I started my career in local government where I trained as an accountant and had the responsibility for the financial management of social care services in a London Borough. I then moved to Norfolk where I took up the challenge of being a practice manager for a number of years as well as the development of primary care services with various commissioning bodies. I was a member of NHS North Norfolk CCG’s governing body and audit committee for three years before moving full time into the CCG in June 2016 with my role becoming a joint post across NHS North Norfolk CCG and NHS South Norfolk CCG from April 2017.

I joined NHS South Norfolk CCG five years ago in the role of Assistant Director of Commissioning covering mental health and children and family services and in early 2017 this role developed into the Head of Mental Health and Learning Disability Transformation across NHS South Norfolk and NHS North Norfolk CCGs. NHS South Norfolk CCG is coordinating commissioner on behalf of all five Norfolk and Waveney CCGs with respect to commissioning and contracting of mental health services and my role leads in taking those responsibilities forward.
I have worked within public sector organisations in relation to the strategy development, planning, commissioning and contract management of services for over 15 years. Prior to joining NHS South Norfolk CCG I was the Strategy Manager at the Norfolk Drug and Alcohol Action Team.
